Animation, Java applets, sound and video are implemented in a selective manner, not as gratuitous elements used to show off technical prowess. Visitors to your Web site are ultimately more interested in the content, and accessibility of that content, than in elaborate graphics. (Entertainment and gaming sites are exceptions to this rule.)
